Campus Building and Door Access Policy

It is the policy of the Salisbury University Police Department and the Gull Card Office to create safe and secure learning and working environments for all students, faculty, staff and visitors by ensuring that SU door access is properly controlled and managed.  

The Gull Card is the property of Salisbury University and must be carried at all times by the issued user. Upon resignation, termination or retirement the user must surrender their Gull Card to the appropriate department based on issuance.  

Responsibilities  

The Gull Card Office is responsible for programing and maintaining card access for the SU community in coordination with SUPD. 

  • Personnel requesting door access are responsible for contacting the Gull Card Office via the Gull Card, Event and Door Access Support center to request access and when access needs to be removed.  

  • At the start of a calendar year, IT will provision access for all External Buildings based on the HR Annual Holiday Calendar. Subsequent changes to this Holiday Schedule will be the responsibility of the Door Administrators. 

All visitor/temp/contractor/community cards are the responsibility of the authorized requestor. 

  • This involves requesting, keeping a log, and reporting lost cards to the Gull Card Office. 

  • The requestor must comply with the Salisbury University VII 1.15 Background Check Policy and Procedures, prior to requesting access 

Human Resources will maintain accurate employee data to ensure card access is properly granted or denied based on employee status. 

  • Upon contract approval for employment, each faculty and staff member shall be issued a Gull Card as their official University ID card, used as a multipurpose card to include access to approved doors on campus 

  • Salisbury University Police Department (SUPD) is responsible for maintaining a secure environment for students, faculty and staff. SUPD will manage all areas of door and building access to eliminate security breaches and broad unrelated or unauthorized access.  The SUPD will work in collaboration with all departments to include Deans, Faculty, Students and the Executive Cabinet in order to facilitate necessary access. The department will work to ensure that the educational, cultural and social activities are not impeded while creating a safe environment.  

Housing and Residence Life (HRL) will maintain accurate housing contract records to ensure card access is properly granted or denied based on housing status.  

Access Request Procedures 

All requests for door access, access removal and door access reports must be submitted through the Gull Card, Event and Door Access Support Center. The Gull Card offices will not accept requests by any other means.   

  • All external door access control will be approved by SUPD through the use of the Gull Card, Event and Door Access Support Center. Upon approval, the building/doors in scope will be updated based on the door administrators list in Appendix A.  

  • New requests must be submitted through the support center when access needs to be changed or removed from individual card holders.  

  • Requests for door access reports are required to consist of reasonable explanations for the necessary report.  Approvals are issued in the order of SUPD Captain, Chief of Police and Vice President of Administration and Finance based on the inquiry level.   

    • Reports requests will be approved on a case-by-case basis.

    • Criminal and administrative cases need to be directed to the appropriate departments for investigation and access reports will be denied for such instances on a departmental level.
